Hawk Ridge, on the outskirts of Duluth, is a wonderful place to go in the fall, to view the hawk migration. This place has a wonderful scenic vista overlooking Lake Superior, and the hawks, not liking to fly over water, funnel through this place. There is even a way to get a reservation into a bird blind, where they catch hawks, check and band them, and then release them. Bring your binocs, and lots of warm clothes, though, since it is often very windy and cold.
